I'd just go to John Steed's site (http://ourworld.compuserve.com/homepages/Brothers_Keeper/) and download a copy of Brother's Keeper. You can then open the file that you have, convert it to a gedcom file, and import that into your PAF program.

I started out with PAF years ago because it was...well, cheap. I eventually moved everything to Brother's Keeper because it was...relatively cheap, but GOOD! It's shareware so you can try it out for free and then register it only if you continue to use it.
