I believe Sue may be mistaken. I show Thomas D.Binckley b Apr 5, 1869 in Reddington, Jackson Co., Ohio to James Knox & Sedora J.(Whitter)Binckley; James was the son of David & Nancy (Beaghler) Binckley.
Thomas married Nellie M. Jackson in New Lexington,Ohio in 1898 and had three children, Dora, James K. and William W.
He was asst secretary of state to William Creighton and Jeremy McLene, the governor at the time was James Kirker, the second governor of Ohio.
This information came from Timothy Fisher's book "The History of Perry Co." and there is a picture of Thomas as well.
