I received the following information at a bookstore, you may want to check it out. On I think page 66 of a book called the "The Stork Club" it states that a long time ago a Saxon family by the name of Billings settled in England and at that time a meadow was commonly called a lea, hence Billingsley. The book is about the life of Sherman Billingsley, long time owner of the Stork Club in New York.
