says your William R. Biggs' death record names his father as Richard Biggs, born in England. Census records also give England as birthplace of your William's parents.
There was a Biggs family from England in Ste. Genevieve Co MO in the late 1800's. Two Williams. One named William R. Biggs. Neither was born around 1861.
