A biography of your Earl R. Biggs is online, but it doesn't mention his parents or any other ancestors. Do a Google search for "Earl Rodney Biggs". Of the interesting hits, the bio is in the one for "Division of Special Collections and University Archives". Scroll down to "Biographical Sketch".

Bio says he was born 30 Oct 1897 at LaGrande, (Union County), Oregon. (Social Security Death Index shows 1894, the 4 apparently a miscopying of the 7.)

I was unable to locate Earl in any census prior to 1930, when he was listed in Portland at 927 E. Ankeny:

EARL R. BIGGS 32, b OR, father b KS, mother b NY. Patrolman, police dept. Wife Betty, age 53, OR PA IA. They were married for eight years. No children in household.

Earl first married on 7 Jun 1914 Eva Rosana Long, b 20 Dec 1895 Idaho Falls ID. She married Ernest B. Grout 18 Dec 1917 in Payette Co ID. The Grouts are listed in Boise, Ada Co, Idaho, in 1920 with Evelynn and Earla [Biggs girls] and a child by Mr. Grout. [Robert J. Evelynn Alice Biggs, b 3/20/1915 OR, d 10/16/1993 Alameda Co CA, m ----McGuire and ---- Honeycutt.

Earla Mae Biggs, b 22 Feb 1917 ID, d 5 Feb 1959 Alameda Co CA, bur Golden Gate Natl Cem, San Bruno CA, m ---- Jones.

Earl was married at least three times, the last wife being Esther Fenenga, b 10 Oct 1907 WI. SSDI shows death date of Aug 1985 Portland. Sons Rodney Earl and James Duncan Biggs. See WorldConnect Project for Rodney Biggs. Switchboard.com shows a Duncan Biggs in Meridian ID (same county as Boise).

and at Rootsweb's WorldConnect Project. You might want to contact the submitters to see if they've learned more about Earl since sending in their data.

One of Earl's marriage licenses, especially the first one reportedly in 1914, may give information about his parents. The permission of his parent or guardian should have been required. Bio says first marriage occurred in LaGrande OR, but Eva Long's father, Addison Long, judging by census records, would have been living in Idaho (presumably Boise) in 1914, so the marriage may have been recorded there.

Earl's death record could name his parents; newspaper obituary might, too, or show surviving siblings. Social Security registration card might give some info on parents.

In Union Co OR 1880 there was a William "Miner" [Minor], who had married the widow of a Charles H. Biggs from Osage Township, Labette Co KS.

The 1870 Labette Co KS census lists Charles H. Biggs 30 IL, Jennie M. 19 PA, John G. 5 months KS, born December. Whether your Earl connects to these people, I don't know, but this family went from KS (where the census said Earl's father was born) to Union Co OR (where Earl was reportedly born).

Earl's draft card, signed 12 Sep 1918, shows him born 29 Oct 1897, address 214 Collingwood, San Francisco CA. Occupation: farm laborer, working for Kirk Wells of Alicel, Union Co OR. Nearest relative: George D. Biggs, 1802 Jackson, LaGrande, Union Co, OR. Earl was tall, medium build, brown eyes and brown hair, no physical impairments.

Oregon death records show a George Duncan Biggs died in Union Co OR 23 Mar 1927. 1920 LaGrande census shows George D. Biggs, age 59, KS OH IL, retail salesman, tombstones, living alone at 1862 Pine St.

More evidence needs to be found, but I suspect Earl's father was George D. Biggs, born KS, age 9 in the 1870 census of Centropolis, Franklin Co KS. See Jill E. Burns' WorldConnect submission on George D. Biggs, son of Josiah Biggs III, b OH, of Franklin Co KS and Tillamook Co OR. A 1999 query from Debbie Motsinger to Rootsweb's Biggs Message Board indicates George, son of Josiah, was living in Tillamook Co in 1875 and "later lived in the eastern part of the state".

It appears Josiah's brother Lemuel Jefferson Biggs of Osage Co KS also had a son named George D., who was also listed as 9 in 1870, but the census lists him as born in Illinois.
