I don't know if this will help, but recently I obtained a print picturing President Roosevelt and Prime Minister Churchill that has a copyright by "W. G. Rounds, Woodstock, Ontario". I think this was printed in 1941.

It has the drawing of FDR that you referred to, with a note that says "Sketch by W. R. Rounds Boston Mass c 33" The accompanying drawing of Churchill has a note that it was sketched by M.E. Scott, Ingersoll, Ontario copyright 1941.

I've found that a number of Roosevelt-Churchill items were issued in Canada during the war years. Also, I'm pretty sure I've also seen the sketch of FDR used on Democratic campaign literature from the 1930's.
