I know of only one library in my area that has a copy. That is the Filson Historical Society in Louisville, KY (a reference library only).
It would stand to reason there are other historical reference libraries in Virginia and other states who would have it in their inventory.
Try the Virginia Historical Society, P.O. Box 7311, Richmond, Va 23221. I'm pretty sure I saw it there when I was there doing research there in the 1990s. Some on this thread mentioned it was quite expensive...and they are right, which is why libraries might be a better option.
