Bernard family of South Dakota

I am looking for any information I can find on the Bernard family that lived in Elk Point, South Dakota in the 1890s. I am looking specifically for the parents of Palmier Bernard, b. November 16, 1891, m. Bernard Matthew McGarr and moved to Souix City, Iowa. Family lore says that the Bernard ancestors (I don't know how far back) were horse theives and came down from Canada into the Dakotas to escape the Canadian law. The family is of French origin. Does this story sound familiar to anyone? Any information anyone might have would be appreciated.
