I might be able to help. I have distant relatives that moved to the Bamberg area from Chaleston in the early 19th century. However I did not find the surname Sandifer in my family tree so we would need to know the other family names to see if there is a connection. Here is some information that I extracted from my records.
John Skottowe Bellinger (1777-1842), who studied medicine at the University of Pennsylvania under the most celebrated doctor in eighteenth-century America, Benjamin Rush. In 1808
Dr. J. S. Bellinger moved his family to a plantation named "Pine Forest", 75 miles northwest of Charleston in the Barnwell District, near the present town of Bamberg-where other Bellingers, Pinckneys, and Bulls (cousins of the Bellingers) established themselves on nearby plantations.
Joseph Bellinger (1773-1830), a Representative from South Carolina; born at Bellinger Plantation in Saint Bartholomew Parish, Ashepoo, Colleton County, S.C., in 1773; planter and owner of "Aeolian Lawn" plantation; member of the State house of representatives 1802-1809 and of the State senate from Barnwell District 1810-1813; elected as a Republican to the Fifteenth Congress (March 4, 1817-March 3, 1819); was not a candidate for reelection to the Sixteenth Congress; presidential elector on the Democratic ticket of Madison and Clinton in 1808; elected to the Fifteenth Congress, March 4, 1817 - March 3, 1819. died at Charleston, S.C., January 10, 1830; interment in the Bellinger private burial ground, Poco Sabo Plantation, Ashepoo, S.C.
He married his first cousin Lucia Georgiana bellinger the only surviving child of George Bellinger and his wife Elizabeth Cussins, a granddaughter of John Palmer and Elizabeth Bellinger. They lived in the Springtown section of Barnwell District near what is now Bamberg, having removed there from St. Bartholomew's Parish with Mrs. Mary Cussings Bellinger and other members of the family. Their plantation was called Aeolian Lawn(close to Dr. Bellinger's 'Pine Forest' in the Springtown section of Barnwell). They also had homes at Ashepoo and in Charleston.
These "plantations" may not be the home that your are referring to but perhaps one of their offsprings built the house.
