James Bellah, Pike County, GA

This tombstone in the Carter-Phillips Cemetery, Meriwether County, GA: "Elizabeth G. Bellah 25 Nov 1845- 24 Dec 1863. Daughter of Wiley and Ruthey mcCowen and wife of James Bellah." I found James "Bellar" in the 1850 census of Meriwether, with wife Elizabeth G., age 20 (which probably means the person reading the tombstone could not be sure of the date), daughter Elizabeth J.4, and son George W. 2, and Rutha McCoven, 43 and William P. Bellar, 18.
In the 1860 census, this family is again spelled Bellah, but they are in Pike County, GA.
How are they related to the Carter family?
