Probably Eccles will be Eecloo (or EEKLO nowadays). This small town lies about 15 miles north of Ghent.
You could email to "burgerzaken@eeklo.be" .
The only other possibility for Eccles is UCCLE or UKKEL. This is part of Brussels; email= "bevolking@ukkel.be"
The name Demeyer means "caretaker of property on behalf of the owner (in most cases a lord) - or - larger farmer (renter - from a Lord). Demeyer is a very common name in Flanders and also in the Netherlands where it is mostly written as Meijer.
