Finding Resources in Belgium

I am just returning to Belgian research and would appreciate advice on accessing resources to further this research. (I am based in England and unfortunately English is my only language.

I will post what I do know regarding my Wifes family in Belgium.

My wifes Belgian Grandfather was Josef K.G.A. Hubert who came to England and married Elsie Mary Hoyles in Lincolnshire in 1916.

From known information Josef Hubert's parents were ....

JOZEF HUBERT 1854 - 1923
CAROLINA AERTS 1851 - 1917

I do have additional information for Carolina Aerts.
She was born in Heist op den Berg 28-06-1851 to parents Joannes Franciscus Aerts born Heist op den Berg 6-3-1821 and Catherina Boecks born Heist op den Berg 28-6-1820.

There is a family connection with Mechelin and I believe that Carolina Aerts may have married Jozef Hubert there although I do not have absolute proof of this.

What I would like to know is as follows,

How can someone in the UK access Census records for both Mechelin and Heist Op den Berg.

How can civil Marriage and Baptism records be accessed for Mechelen.

How can Church records (Probably Roman Catholic) be accessed for both Heist op den Berg and Mechelen.

Any help with the above would be most appreciated.
