To find records in Belgium you will first need to find the town where your family came from.The Civil Records are organised by municpality; there are no national indexes.So first you need to find as much info in the US as possible.
Once you have a place in Belgium for them you will be able to either send away via the LDS for the microfilm of births, marriages, or deaths, or write to the municipality in Belgium to ask for a copy of the marriage of Carl and Margaret.
