For the marriage date you could try writing to the town hall (I have done this for France, I believe the process is similar for
For deaths see:

Not easy without an exact date; unless
On the 1930 census, it looks as if Emerence and Andrew are living together in Wayne, you can ask on the www.genforum.com/recordlookups forum to see if she is listed as widowed. They are together on the 1920 census as Reyuaert - unfortunately the 1920 does not ask for duration of marriage, but the 1930 MIGHT give Emerence's age at first marriage even if she was widowed.
The other thing to do is to try and find his naturalization records. The 1920 should list if he was naturalized; there's some details about it here:

Among other things, the Petition for Naturalization for Sentil Modeste should list his wife's name, birthdate, and birthplace. It should also list his sons' birthdate, with which you could get Andrew's birth record from Belgium (if you look at Belgian Rootsweb they suggest writing a letter to the town hall and including international reply coupons and a little money to cover costs.I've done this with success for my French relatives but not yet tried it for the Belgian ones).
