Obtainig a copy of a passport in Borysov

When my gran father was born in 1896 in Ukrain , in his birth record it is said that his mother was coming from Barysau (Borysov) "as it is said on her passport" . I suppose the passport was done in Borysov , how can I do to obtain a copy of the passport request ?
