Is this an address in Belarus?

Can anyone help me locate or understand two addresses given by the German Red Cross in response to my request for last known addresses for missing Estonian relatives during world war two?

1) Reval, Polockaja 48/Estland. (Tallinn, Estonia)

2) Ostrow b.Pleskau, Richskaja 19/Estland. (Ostrov, Pskov)

I cannot locate Polockaja 48 on any Estonian maps. Is this an old street/town/area in Estonia that has since been re-named or does it still exist? Or perhaps it actually relates to the city of Polotsk in Belarus (German Polock).

As some of my relatives were evacuated to Germany during world war 2, does anyone know whether these addresses have a military/German connection?

I think maybe the second address is a mis-spelling and should read Reichskaja 19 - and so have a connection to the German Reich. I could be wrong.

Any information would be much appreciated. Thank you
