Hi Roxie,

I am not in Belarus right now, but it might be possible when I will go there for a visit. I am not sure if there would be anything on his wife because she was born and died in Odessa, but they should have information on the husband. The person you are asking about, his name is probably Petr Tichonovich Tzignov, where Tzignov is the last name? Also, it would be helpful if you still have the name spalling in cyrillic alphabet because "Tz" may be spelled in more than one way in Russian or Polish.
