vitebskaya on a russian passport

hello,
i found a russian passport dated 1913 used for traveling through russia only. it states that this woman was from Vitebskaya-in the district of Goncharova and possibly Lensky. it was very torn and creased and hard to read. can someone tell me if these areas are together? where should i look on a map. i can find Vitebsk in belarus today but that is all.
