There is a Francis Bedford age 2 b Il, in the 1920 Kendall co, IL soundex. This may be your Francis. I also find a Francis b 24 Feb, 1917, died 17 Mar, 1994, Plainfield, Will co, Il in the SS Death Index. The parents shown for this Francis W are, Arthur T and Ann J Bedford. a daughter Hazel G age 13 and Cecilia age 7.
