Hello,
Yes, they are two different people. However, Francois Bechard and Felicite Rouillier are the parents of at least one child named Francois Bechard! He later married Cecile David. I don't have much in the way of dates for these individuals other than the marriage dates you listed. If you have any further info I would be happy to share what I have. Thanks, David Bechard
