I need help finding who these two women, Ruth and Cynthia Bays were!

The 1850 Russell County, VA. census has #128 Ruth Bays 48 TN, Cynthia Bays 29 VA, George A. 7 (this is great grandfather George W. H. Bays), James 5, John 3.

The 1860 census has #110 Cynthia Bays 39 (seamstress), George B. 17, James K. P. 14, John T. 13, Edward 9, Ruth Bays 73 TN.

Despite the fact that poor Ruth aged 25 years in the 10 years between the two census reports, I am still hoping to find one or more husbands for these two women! Was Cynthia Ruth's daughter or her daughter in law? When checking the marriage records for George and James, they listed under parents - Cynthia Bays.
