The Rufus G. Bays that Kellie is searching for (our common ancestor) was born June 07, 1816, presumably in Scott county, VA, and died in Carter County, KY in July, 1865. We're estimating that his father Joel (according to Elisabeth Salyer's book on the Salyer family) was therefore born about 1782 (this based also on a census - if we had the right Joel). That might make him a plausible match for your Joel, son of William.

We know that there was a Peter Bays and a William Bays living in that area of Virginia in the latter days of the 18th century. Both may have had a son named Joel. We're trying to find some proof of which was the potential father of Rufus. Any clues out there?
