I may be just "assuming" Jeremiah is son of Josiah. They may be brothers. John Josiah was married Mickey Fergusson of Chesterfield Co. 10/10/1827. They had a son named William Thomas Jefferson Baugh who died in 1845 here in Shelby Co., TN. Jeremiah was also administrator of his estate. After Josiah died, Mickey lived with Jeremiah and his wife, Permelia Cole Baugh (whom he married here in Shelby Co, TN). Thomas died without a will (I believe he was under 21). I have not found a will for Josiah either, but I have all papers and inventory of both estates along with division of property left by each.
The only thing I have showing Abner's name is the 1820 census that you mentioned. As you know, there were several Jeremiah's and Josiah's. I think I saw somewhere in my mess of papers, that Mickey moved to Limestone Co, Al some time after Josiah died. It seems that a lot of Baughs from VA moved through TN to Limestone Co and back to TN., so if you haven't looked there it may be another place for you to look.
I don't remember seeing the name Abner anywhere, but have you looked in the Library of VA, R. Bolling Batte papers. They have quite a bit of information that can give starting points.
My GGGGrandfather was Creacher Baugh. He is the only one I have seen with that name so you'd think maybe he wouldn't be hard to find. But he was. I'm slowly getting more on him and his children, but am tied up on the ones that lived about 5 miles from where I live right now. I will keep an eye open for either of the 3 you need and let you know. If I find a will on Josiah, I will let you know on it also.
