Thomas Baugh - Marriage ?

My g-grandfather was Thomas R. BAUGH b. in Marshall Co. Alabama in 1863. He married Linda (Kate) Windsor on Oct. 4, 1883. Down at the bottom of his marriage cert. is the signed name Thomas Baugh ANDREWS. I am stumped on this and welcome any ideas as to why it is signed this way. Was that my g-grandfathers signature? It looks the same as the signature above, or is the ANDREWS a witness? Thanks for any help or suggestions.
