Isaac Ballengee in the American Revolution

Hi Ballengee cousins:

I ran across an interesting story on Isaac Ballengee that he was present in Philadelphia during the signing of the Declaration of Independence. He was a French Patriot and served with Lafaytte and was on guard the night that the Declaration was signed. Does anyone know where the documentation of this is?
