I've had a few questions about this, so I just thought I'd post some additional information to make it clearer.
Only males who actually still have the last name of Balch would be able to participate in the Balch Y-DNA project. The same is true for all other surname projects. A man could only participate in the project of his surname.
There is a test women (and men) can take which analyzes their mtDNA (mitochondrial DNA). This DNA is passed from mother to child (both boys and girls), but only the females pass it on to their children. This type of DNA goes straight up your maternal line and therefore has no surname significance. It also doesn't mutate as readily as Y-DNA does, so if you were to exactly match someone, you'd have no idea whether it was in the past 400 years or past 20,000 years. It's of limited use for genealogy purposes, but does tell you about the anthropological roots of your maternal line. It can in very specific circumstances be used to prove a suspected maternal connection.
