Judy,
I found on p. 112 of this book, a specific entry on your Horatio James Balch as follows.
Horation James, youngest son of Ebenezer and Sarah (Burchard) Balch, was born at Plattsburgh, NY, July 22, 1806, and died in Knox county, Ind., January 17, 1846. He received a good common school education, was an excellent penman, and was ingenious in wood working. He married Sophronia Allaird, by whom he had ten children.
In scanning several pages, the writer of this genealogy, Galusha Burchard Balch, is most likely a nephew of Horatio.
