hi, no absolutely. Azzara isn't a common surname in italy.
There are 133 cities with at least one Azzara in (http://gens.labo.net/en/cognomi/). My grandfather(Giuseppe) was from Palermo and Marineo (http://www.prolocomarineo.it)is 20 miles away from Palermo. Few minutes ago my father said that my grandfather spoke often about Marineo and it's probably his family comes from there.
Are you sure about the birthday of your Giuseppe? i've found (http://www.Ellisislandrecords.org) a Giuseppe Azzara from Marineo but he was born in 1885.
