advice for finding out where a relative is buried in Arizona

A relative of mine died in 1981 in Tucson, Arizona, but no one living knows where he is buried. He did not have any children of his own, so his only descendants are via his wife's family. I wasn't able to get his death certificate since vital records are not public in Arizona. Does anyone know if there is another way to find out where people are buried in Arizona, other than what is written on the death record? I haven't had any luck searching obituaries in online AZ newspapers. Many thanks!
