Phoenix is laid out in a north/south and east/west grid. Streets running east/west are named after people and the first ones were named after presidents. Washington is the starting point and is the "0" street. Adams is the "100 N" block so it's 1 block north of Washington. Pierce is the "700 N" block so it's 7 blocks north of Washington.

The north/south streets are all numbered. Avenues to the west and Streets to the east. Central is the starting point and is the "0" street. From Central going west, it's 1st Ave, 2nd Ave, etc. From Central going east, it's 1st St, 2nd St, etc.

So the 1400 block of E.Pierce is 14th Street and Pierce. It's 7 blocks north and 14 blocks east of the Washington/Central starting point in downtown Phoenix. The 1200 block of W. Adams is 12th Avenue and Adams. It's 1 block north and 12 blocks west of the Washington/Central starting point. I'll be at the State Archives in a few days if you want something looked up.
