The 1930 Census shows him being from Germany arriving in the US 1900.It also states he was Naturalized. You can order his First Papers from the NARA. Those papers should give his former residence in Europe.
The eldest child Dorothy was born in N. Dakota she was age 14 on this census. The other children were born in MN.His wife was of Norwegian descent, born in Iowa
However the 1920 Census (MN) shows he arr 1902 and was naturalized 1909 and that Dorothy was born in MN.
Aha but the following WW I Draft Reg is found Since Leo would have given his birthdate for this Registration....
Name: Leo Berger
City: Not Stated
County: Burleigh
State: North Dakota
Birthplace: Lemberg,Austria
Birth Date: 22 Nov 1891
Married with 1 daughter
And then WW II Draft Reg he gives the date as you have it stated... but quite frankly until you find church records none should be taken as exact... so you may want to be flexible.
The 1910 Cromwell, Burleigh, North Dakota Census finds the following familybut it is FOX... the census taker had an odd way to make the letter F
Name Age
Jacob Hox 60born Germany arr yr 1902 Naturalized
C Hox 40wife Germany
Fanny Hox 10Germany
Rosa Hox 8Germany
Jacob Hox 6N. Dak.
Lottie Hox 4 N. Dak
Clara Hox 1N. Dak
Leopold Berger 20Step son Germany arr yr 1902 Alien
This would appear to be your family.Just a comment if Leopold was Jacob Sr. Stepson when he became Naturalized then that would make
Checking arrivals at ports in 1902 for FUCHS (I doubt FOX is a German spelling) finds this interesting arrival

Jakab is listed as senile (not uncommon to find a ship manifest for someone his age) Destintion to bro in law at Walnut Grove MN (you know the place from Little House on the Praire!)
My guess is that your Leo was not from what is present day Austria but rather he is from an area that was part of Galicy Province, which is now L'viv Ukraine.FYI in the late 1770s the great Polish Empire was divided into 3 parts with the west going to Prussia, the east to Russia and the south to Austria, it is this later part that was called Galicy. After WW I Poland gained independence, but parts were taken by Russia and Ukraine.
Lemberg, Lwów, Lvyv, L'vov, L'viv, Leopol Ukraine located 291.3 miles W of Kyyiv (Kiev)

I have no clue as to what the placename Men Mizon means nor where it is located. But often times immigrants would not use the name of the exact village they were from, rather they would use the place were the municipal center was located or a parish center.Maybe someone more familiar with that part of the old Habsburg Empire would know where this place is located and what it is called nowadays.
I would also post to the Polish genforum in light of what I found.
