You have to be more specific about the time frame. In 1800 people came in sailing ships which could unload almost anywhere along the Atlantic, the Pacific or the Gulf coast.
In 1899, immigrants came in huge steamships that could only dock in certain deep water ports. And, by that time, the US government had set up "Ports of Entry". The largest was New York second was Baltimore, Philly, Boston, New Orleans,San Francisco all operated on a much smaller scale.
In 1800 the only way to get to Minnesota was on foot or on horseback. By 1899 you could get on a train in New York and be there in a day and a half.
