Bob,
Your bag of facts contains many problems.
If the name in question in it's original form ended in "ski" we would say "voila" Polish, from Galicia, therefore a citizen of Austria. Polish names never end in "Y".
If the name ends in "Y" in it's original form we have a Czech or Moravian who would also be a citizen of Austria.
Or we have a Slovak who would be a citizen of Hungary. The above assumes that the kingdoms of Austria and Hungary were in their large pre-1918 form.
I suspect this person was Slovak. Budapest is/was the capital of Hungary. A Czech or a Pole would have no reason to mention it. Their capital was Vienna. The ethnic terms "Czech' and "Polish" were common. The Slovaks were one of many minorities living in Hungary. They were not widely known. In fact they were often called "Slavish".
What you really want to know is what were these folk's ethnicity. Once you know that spelling the name is easy.
When immigrants came to America most did not speak English so they went to a place where there were many people who spoke their native language, and often, spoke the same dialect of that language. And if there were enough of them they built a church where that language was spoken too. If you can get a line on the ethnic group they lived among here you will learn their language and get their general place of origin.
To get records for any European ancestor you must have the EXACT place of origin. The most likely source of that information would be the ship manifest or a nturalization file or a Social Security application (SS-5).
If you tell me where they lived I can tell you whether there was a Slovak church in that place.
Charlie
