Don,
I think the Czech equivalent of Francis or Frank is "Frantis'ek (franteeshek).
Immigrants were usually at the bottom of the pecking order and made to feel like outsiders so they tried to appear "American" in every way possible. They probably felt it even more when dealing with a representative of the government. I don't think Frank's statement on the draft card was anything unusual.
