Max came from the pre-1920 Austria which was about four times bigger than it's present day descendent. If he came from Istria his place of origin is, probably, in present day Croatia.
Istria is a peninsula on the north end of the Adriatic Sea. About 90% of it is in Croatia and the rest in Slovenia and Italy. Being a region it is not specific enough to find records of an individual. All records are archived by EXACT place names. You need to know EXACTLY where Max was born.
Another problem is the tale that Max is "from" Istria. Technically, millions of immigrants came "from" Istra because the principle seaport of Austria was Rijeka (called Fiume in the old days) which was in Istria.
So for several reasons you need to look for a document that states Max's place of orign EXACTLY.
