Land Grants in Tasmania. How were people eligible?

Could someone explain the circumstances that would make a person eligible to apply for a land grant. My great grandfather applied for a grant of 30 acres of land in 1882.
He was a soldier who took his discharge from the 63rd regiment (serving in India) in 1880. Hobart, Tasmania was given as his destination. I have found him arriving in Melbourne aboard the Hydaspes in 1880 and then his marriage in November 1881 in Hobart. What I would like to know is how and why he could apply for the land.
He and my grgrandmother then left Tasmania in 1886, for New Zealand where they remained. I am mainly interested in the circumstances surrounding the Land grant. Any help is greatly appreciated.
Surnames in Tasmania are TUBBERTY,GRANT,REARDON
