Dear Michelle,
Neither of these people are on the 1913 Queensland Electoral Roll.

However Richard Henry CLOUGH is listed on the WW1 Embarkation list residing at North Williamstown in Victoria listing his brother Joseph CLOUGH as next of kin,there was a Joseph Richard GLOUGH aged 73 whose death is registered at Williamstown North in 1936.

There is a file on Richard Henry CLOUGH on the National Archives website which is on line.He appears to have died during WW1,but he had been married and had a son Richard Henry CLOUGH,who died in 1971 aged 64 registered at Williamstown.
