Yes, there is a census every ten years - however the last one with publicly available information for genealogical purposes was 1891/2. There werecensuses and musters in NSW on a regular basis from 1788 onwards as they needed to keep track of the convicts and also track the supply and demand on the government stores.
Following is a list of censuses and musters of interest:
1788 List of persons victualled in NSW and Norfolk Island
1806 Land and stock muster
1806 Muster of female convicts- also lists legitimate and illegimate children
1806 General muster of convicts and emancipist. Lists ship arrived on, how employed, condition and other remarks
1810 -1820 Alphabetical returns of convicts who were in the colony when Governor Macquarie arrived in 1810 and of those who arrived up to 1820.
1822 - Alphabetical returns of males and females- provides name, whether came free of born in the colony, if a freed convict (whether by servitude, absolute or conditional pardon, or ticket of leave) ship and date of arrival, master's name, sentence, when and where tried, number of children by sex, and some times shows employment by a particular person.It covers all NSW
1825 General muster of all inhabitants (except military)shows name, class, ship and year, sentence and employment
1841 Censuses of NSW, Adelaide Van Diemen's Land (Tasmania) and Port Phillip
1891NSW census - records name and number of persons in each schedule.
If you are trying to locate a particular person there are also directories such as Sand's directory which can show you where people were living- it really depends what period you are trying to cover. You can also look at the New South Wales births deaths and marriages site which has an online search facilityor try one of the claim a convict sites if you have a particular name.
