Robert and Elizabeth STEER had a large family and Victor appears to be the youngest. Two of their sons (Victor's brothers), Cyril and Robert served in WW1 and both returned home. A photo of Cyril is here http://trove.nla.gov.au/ndp/del/article/86095650?searchTerm=robert%20steer&searchLimits= Both service records are digitised at the National Archives http://www.naa.gov.au/collection/using/search/index.aspx (Cyril James Steer and Robert Leslie Steer)

The news article says that father Robert was born at Parramatta 50 years ago so this would likely be his birth:

10615/1859
STEER,ROBERT
Parents JAMES & CHARLOTTE
at PARRAMATTA

James STEER, Charlotte, and four children arrived on the Nimroud in 1855 http://srwww.records.nsw.gov.au/ebook/list.asp?series=NRS5323&item=9_6173&ship=Nimroud
