Susan,You could apply for a death certificate with the date she died which was noted on the memorial that you mentioned.
It is possible that her death is missing from the index in victoria or under a wrong spelling or under another name.My own gg grandmother is missing also in n.s.w.(it has nearly driven me mad looking for her for 12 years!)
By the way Emmie is an unusual nickname for Emma or Emily in australia so I feel that the Emmie Evans you found in 1886 was the correct one as the date fits even though the age is out.
I was researching for a friend on her grandmothers twin sisters who came to australia from england.One was listed as aged 1 and one as aged 2 and they were twins-also the mothers name was spelt wrongly so you can see what we are up against.
I have checked the victorian indexes several times and she is definitely not there under Emma, Emmie.
If you want to apply for a death certificate you can contact the victorian registry of births deaths and marriages which has a site online.I think you can also apply online
