I think that special licenses were used when a couple wanted to marry in a hurry or if they could not both be resident in the parish of the church where they were to marry.
The usual practise was for Banns (does anyone know any just cause ....etc) to be read in the couple's local church for three weeks before the wedding and the couple had to be resident in that parish during the time of the reading of the banns. Thus three weeks notice had to be given to be married by banns.
But don't take this as gospel.
