I don't have any info on William, but I do have a book which lists the Wills filed in Washington Co., MD between 1776-1890. I guess copies are available from the CH in Hagerstown.
Wills recorded are as follows; Catherine Artz, 1852, Dav., 1872, Eliza, 1864, Henry, 1806, Jos. 1812, Mary, 1831, Peter 1835, Philip, 1842, and Samuel (2) 1870,1888.
