No one has answered you in a month so I thought I'd try my two cents worth.
First, many people say they are "from" somewhere even though they were born elsewhere. "From" usually means where you grew up.
Second, Arney is a rare surname. The GTE People pages,

have just 20 listings for people with that surname in Iowa. Have you tried calling them?
The same place has 2 Louis Arneys, both in OK, and one "L J Arney" in Ohio.

has an Earl Arney b. July 1902 who died 1973 in Florida. They don't have a Margarite Arney or Toher.
