I know it has been a few years since you posted this query. If you have not yet found your Arthur Manoogian information, let me suggest that you start in Steuben County. In the early part of the 20th centure, females were still considered like chattel. If an alien male married a female citizen, she lost her citizenship. If an alien female married a male citizen, she attained citizenship through him.

IIn 1920 census, Arthur was listed as "al" - an alien.
In 1930, Arthur's citizenship status is listed as "na" - naturalized.
While naturalization is the last step in the citizenship process, no vital information can really be garnered from the record. The person simply was awarded or denied citizenship.
The other two steps in the citizenship process hold more historical and personal information. These steps are the Petition and Records, and the Declaration of Intent.
This process is often begun at the point of entry. There was a minimum 5-year waiting before citizenship could be awarded except for having served in military duty during wartime.
As Arthur was living in Steuben County as an alien and as a naturalized citizen, you may be able to find some portion of the citizenship process at the County Clerk's Office, which would be in Bath.
Because this occurred less than 100 years ago, you may need to prove your relationship - it all depends on the state and the county. If that is required, you will need a notarized letter showing that you are related to Mr. Manoogian. Your birth certificate and your parent's birth certificate or marriage license should cover the two generations nicely.
A call to the County Clerk's office should give you all the information you need.

Arthur and Lulu's marriage record should also list his actual birth place and the names of his parents. This can be found in the NYS Vital Records Index. If you do not have the marriage certificate and would like a copy, I can look up the record number for you and give you the mailing address for requesting the record.
