I think it's a case of naming the nearest big thing around. Kharpert was a city and a region. I think Arapkir isn't actually in that region, but it's close. Kind of like someone from Paterson, NJ saying they're from New York. It's not even in the same state, but it's close.

On a modern map, look northwest of Elazig and north of Malatya.
