d'Armand Tuffin is, I believe, the "Col. Armand" you seek.
He is from Fougeres, France (Brittany) and a statue of him exists in Fougeres in front of his family home. I have a picture of the statue which bears a plaque recognizing his service in the revolution of the American Colonies. During the French revolution, he also served the Republique. I'm sure that someone in Fougeres can help you further.
