You mention some families that are regarded as blood relatives when you get together. I was following the theory that Deodato Arellano could be one of my Pop-Pop's uncles. While searching the name, I found a fascinating and eye-opening web page about Filipino surnames at

It seems the natives were creating enormous administrative confusion by taking on arbitrary surnames. It resulted in Claveria's Decree of 1849. Have a look and imagine how great the impact would be if such a decree were issued today. Deodato Arellano's family changed their name from De la Cruz to Arellano as a result of this decree.
