Marriage record books for Washington County begin in 1845. Your folks aren't in there -- I checked just in case. There are Bells from 1829 on in the census and sherrif's listings: Cosby Bell in 1829 and James C. Bell in 1830 and 1840. I also checked the family history files; there is a Bell family book, but they were from Tennessee and did not seem to have come to Washington Co. The Washington County History book lists Bells, but not Julia. Equally, your Hutchins didn't show up in any of the records I checked, though there were Hutchinses from about 1840. Sorry.
