Sharp County Tax Book code

Recently I was checking the Sharp County Tax books and found the name of the land owner in black ink, if land was still owned by the government it was in red. There were cases where a person's name was recorded in blue ink. Does anyone know what the blue stands for? The years were around 1900-1915 that I was checking. Thanks for any help you might send. ER
