Ft. Smith 1930

My father (now deceased) and his parents are not listed in the 1930 census for Ft. Smith. I know they lived there then as he was attending Ft. Smith High School and was 16 at the time of the census. I have tried various spellings, his name was Robert Harold Walton, born 1914, in Ft.Smith. I did find them in the 1920 census and have an address. Anyone have a suggestion on how I might find my father, his parents, and siblings in the 1930 census? Could this be a problem with how or who enters or doesn't enter the info?
